Could be carpel tunnel or a pinched nerve in elbow or shoulder.

How long have you been diabetic/
How is you A1c?
If your in good control chances are something else is going on.

Usually Neuropathy begins in the feet first, but hand numbness could be something as simple as B12 deficiency, or Vitamin D. You need to have labs to rule that out. Best of luck to you, you've got this.
